NORMAL — A Dave’s Hot Chicken restaurant might be coming to Greenbriar Drive near Veterans Parkway in Normal after the Normal Planning Commission on Thursday recommended its site plan.

"The chicken intensity along Veterans Parkway continues," said Town Planner Mercy Davidson. "We really don't think it's going to impact the infrastructure in any noticeable way. It's a good economic development. It's more chicken. What is there to say about that?"

The proposed restaurant is looking to set up shop at the west end of an existing parking lot at 200 Greenbriar Drive, which is zoned for general business (B-1) and would not be subdivided, according to town documents.

All properties zoned for B-1 that encompass more than 5 acres are required to have a site plan, and the property meets the criteria.

Commissioner Brad Ropp and Bob Board did ask about the current amount of parking in the area and if a traffic study would be necessary to look at the impact on traffic flow.

Davidson noted that Five Guys and Coldstone Creamery, which are located in similar lots, demonstrate that this sort of arrangement can work and that normally the parking lot area is not as busy as most would think, which would not make as big of an issue.

The restaurant also will have 29 parking spaces, including 12 spaces in the drive-thru, and will require an additional variance for having less parking than the code minimum.

The site plan for this property was amended in 2002 when the existing building was converted from a Menards to a multitenant retail center that now houses stores like Michaels, Ross Dress for Less and Sierra.

The building entrance would face east toward the multitenant building and the drive-thru window would face west toward Veterans Parkway, according to town documents. The exterior of the building would include several illustrations, signage and exterior materials.

They may also occupy a panel on the existing pylon sign near Veterans Parkway and will need a variance for exceeding the overall sign square footage for the site.

The existing parking lot lighting would remain unchanged except with two new islands being installed just east of the new building and one new island installed to the south, according to the town documents.

One new, full cutoff light pole would be located on a new island to the east of the building, and the building would have decorative wall lights on three sides and one full cutoff wall pack light on the north side.

Access to the site would remain as is, with people entering from Parkway Plaza to the north, from Susan Drive to the southeast, and from College to the south. Circulation to and through the restaurant area, including the drive-thru, would occur via the exiting drive aisles.

As part of this development, the entire site would have its landscaping refreshed to meet approved landscaping plans for the location and would entail replanting trees in many of the islands where they are missing and adding new trees and shrubbery adjacent to Veterans Parkway near the new building.

The site plan will be presented to the town council at its Oct. 21 meeting for final approval.
